Executive Vice President, Property Management
With nearly twenty years of property management experience, David is responsible for the strategic planning and ongoing operations of DARO and serves as the firm's principal real estate broker. David is a visible member of the metropolitan Washington, DC property management industry where he served as president of the Property Management Association (PMA) in 2004. He is a member of the Institute of Real Estate Management (IREM®) Chapter 92 Board of Directors, serves on the national IREM® Education Committee and is a member of the Apartment and Office Building Association (AOBA) where he sits on its Advisory Board and takes an active role in various legislative and special interest committees. He is also an active member of the Greater Capital Area Association of Realtors® (GCAAR) Property Management Committee. David's professional designations included CERTIFIED PROPERTY MANAGER® (CPM®) and ACCREDITED RESIDENTIAL MANAGER® (ARM® ) through IREM® and Graduate Realtor® Institute (GRI) through the National Association of Realtors®. Throughout his career David has been the recipient of various awards including the PMA President's Award in 2005 and 2003, AOBA's Outstanding Leadership Award for 2005, the PMA Vision Award for 2004, and the PMA Property Manager of the Year Award in 1998. Before joining DARO in 2000, David's career included eight years managing property in New York City along with various management positions at Bozzuto Management Co. and Forest City Residential in Maryland and Virginia. David is an active member of his community where he serves as treasurer of Temple Beth Ami in Rockville, Maryland, actively supports Rebuilding Together, Montgomery County and Cub Scout Pack 1199. David is a licensed real estate broker and property manager in DC and licensed real estate salesperson in MD. He received a Bachelor of Arts, cum laude, from Boston University.
Bill Lehan, CPM®, RPA®
Director of Operations
Since 1995, Bill has been affiliated with property management in the Metropolitan DC area. He has held positions of Commercial Property Manager, General Manager, Director of Engineering and Assistant Property Manager for various property management companies. Bill serves as a Board member and on various committees and work groups throughout the industry, namely the Emergency Preparedness Committee and Chairman of Operations Council, both of the Property Management Association (PMA) and President Elect of local Chapter 8 of the Institute of Real Estate Management (IREM®). Bill is the recipient of numerous industry awards, including Certified Property Manager of the Year, 2005; Wolf Service Award, 2000; ARM® of the Year, 1999; President's Award for Distinguished Service, 2004 and the Vision Award, 2005. Bill is also a licensed real estate broker in Virginia, Maryland and DC. He received a B.S. degree in Human Resources Management from the New School for Social Research in 1987 and another B.S. in Sociology (Engineering Technologies) in 1988. He also holds a Master of Arts in Organizational Management from the University of Phoenix.
Debbie Sugar, PHR®, Realtor®
Director of Accounting and Human Resources
With over thirty years of property management experience, Debbie is a licensed real estate salesperson in both Maryland and DC and is a DC Notary Public. In 1992, she began working for DARO as comptroller for the company. As times changed and various needs were met, Debbie's experience grew as the company grew and in response to numerous changes in human resources, she was named Director of Accounting and Human Resources in 2004. Debbie is affiliated with human resources organizations to remain informed about the industry. In 2004, she joined an Apartment and Office Building Association (AOBA) Human Resources Networking group. She is also a member of the First and Foremost networking group, which was created for those property management companies with smaller human resources departments. Debbie joined the Society of Human Resource Management (SHRM) upon the recommendation of several colleagues and recently received her PHR® designation.
Chrystal J. Brown, M.A., NALP
Director of Marketing & Communications
Chrystal Jordan joined the DARO team in January 2006. Previously, she held the position of advertising sales representative for The Washington Post Property Management Group where she was responsible for the sale of numerous print and internet products. For six years, Chrystal cultivated and maintained strong relationships with several property management customers throughout the Metropolitan DC area and some around the country. She became very active in the Property Management Association's activities and still participates largely in PMA events. Chrystal is chair of the PMA Holiday Ball committee for 2008 and is an active member of the Marketing Council. She is an associate member of the Institute of Real Estate Management (IREM®) and actively supports the Apartment and Office Building Association. In 2007, received her designation as a National Apartment Leasing Professional through the National Apartment Association. An avid believer in community service, Chrystal served as a House Ambassador for Rebuilding Together Montgomery County's Project Day 2007 and was named House Ambassador of the Year 2007. She also serves as secretary of her local chapter of Alpha Kappa Alpha Sorority, Inc., a service organization. Chrystal is a 1998 graduate of Hampton University where she received a bachelor of arts degree in Mass Media Arts, broadcast journalism. She also received a master's degree in Public Communication from American University in May 2005.
Ann B. Sullivan, ARM®, Realtor®
Property Manager
Ann B. Sullivan has been a Property Manager with DARO since October 2006. Prior to joining DARO, Ann held various positions within the property management industry. Ann was most recently the General Manager for Suite America, a National Corporate Housing Company. In this role, she was responsible for overseeing the daily operations of the Washington, D.C. office, including managing inside sales, guest services and quality control. With over 15 years of experience in the property management industry, Ann's career also included managing properties for AIMCO Corporation where she was named Top 25% Performer in 2000 and Gates Hudson & Associates, where she was the recipient of the Vice President's Award in 2002 and 2004. Ann is a very active member of the Property Management Association (PMA) and regularly participates in Institute of Real Estate Management (IREM®) and Apartment and Office Building Association (AOBA) events. In 2007, she received her designation as an ACCREDITED RESIDENTIAL MANAGER® through IREM®. Ann also became a licensed Real Estate broker for the District of Columbia. In her spare time, Ann enjoys spending quality time with her family and is a strong advocate of community service. She received her Bachelor of Science degree in Marketing from the University of Maryland/University College in 1992.
Toni R. Harris, ARM®
Property Manager
Toni R. Harris joined the DARO management team in October 2007. She is responsible for the overall management of the west portfolio, consisting of six communities along the Cleveland Park and Cathedral Heights neighbordhoods of Northwest D.C. Prior to joining DARO, Toni held various positions within the property management industry. Most recently she was a Regional Property Manager for Penrose Management Company, based in Philadelphia. In this role, she was responsible for overseeing a 1,100 unit portfolio, including supervising more than 40 employees, budget preparation and financial analysis and developing reasonable affordable housing programs. With over ten years of experience in the property management industry, Toni's career also included managing properties for The Bozzuto Group, where she was multi-site Property Manager responsible for the daily operations of three communities where she maintained occupancies above 95%. Previously, she held the position of on-site Marketing Director and Property Manager for AIMCO Corporation and was accountable for the leasing and marketing of an almost 3,000 unit community. In 2007, Toni became a licensed Real Estate broker for the District of Columbia. She is a National Apartment Leasing Professional (NALP) designee through the National Apartment Association and is also an ACCREDITED RESIDENTIAL MANAGER® through IREM®. Toni will soon receive her Bachelor of Arts degree in Business Administration, with a minor in Human Resource Management and will immediately pursue her Master's degree.
